A wireless management company is trying to pass off the installation of 3 New remote radio units as an upgrade. I am calling it a site expansion. Am I way off base here?
They want to mount them on an hframe between the box and the tower. The number of radios will increase from 6 to 9 which equates to a site expansion in my interpretation.

Depends on what they are proposing, where they are installing, and what the lease says.
