Revenue share agreements when additional carriers are added

Hi There
What is reasonable expectation of negotiating additional revenue as additional carriers are added to the tower. I assume a flat fee regardless of how many carriers were present would be "leaving money on the table"
Thanks in advance for your response and for all the advice provided here on this site.
