Places like Rockland County outside New York City typically have tougher zoning regulations for cell tower development than other places in the USA.

Whenever a carrier is forced to use an existing electrical transmission tower to mount antennas it is almost always not their preferred choice due to the limitations of the structure and difficulties in dealing with the utility company.

The carriers mounting antennas on the tower will sign a tower lease with the electric company. Many of these cell sites require an additional ground lease with a land owner who owns the ground underneath the tower where the utility company has an easement for the lattice tower or monopole tower.
