I'm purchasing a property where the owner cashed out his lease. The lease ends in 12 years. What is the likely hood they will renew the lease with me.

Did they sign a perpetual easement?

You should see a Memorandum filed among the property records. Most telecom lease investors who buy these easements pay landowners and secure a perpetual easement on the land. That is why you won't be able to negotiate in 12 years.
