Inactive tower with land purchase

Purchased a piece a land with an inactive 200' tower in Spofford, Tx in the county of kinney. long/lat cord = 29.173988, -100.407582 - Huge co. is buying out everyone and there land for some reason. I would like to cash in on the action since more and more business is moving into area. There is hardly any signal for cell service in this area and really need it for all who travel or live this area. Border patrol, DPS, Union Pacific and others need personal cell service in this area but have none. I know they use 2 way radios but that is strictly for business. What can I do with this tower other than sale it to some lawyer wanting to buy the tower for emergency services in Eagle Pass, Tx. Thank you
