How can I inquire about providing a new lease site for a major carrier?

From a rooftop

I am the facility supervisor for a condo complex in the Oakland hills, in the SF Bay area. We are situated in a small high valley that limits cell reception.

I am interested in talking to either Verizon or ATT about putting a cell tower on our property. How does one begin that process?
