Can it see over the tree line?

It needs to be tall enough to have a clear line of site to the area that is being serviced. Also the carriers will want to make it tall enough to have 10 feet of vertical separation between carriers and give other carriers the ability to sublease tower space to subsidize their presence on the structure.
