There are very specific differences between rooftop cell site lease agreements and cell tower (ground) leases. You question is very broad, not sure I want to go into a dissertation here. Generally carriers approach a rooftop in areas where building a tower would not make sense or where zoning codes require them to exhaust all mounting options before going for approval to build a tower.
