Don't know much of anything about cell tower leasing

I will be approaching AT&T about installing a rooftop cell cite (or possibly a tower) on my property in downtown Lindsborg, Kansas 67456. If you go to the AT&T coverage map, you will see that their coverage is quite poor. This poor coverage extends throughout the town, including a 4-year college (Bethany College) located at the north end of this town of 3400. Lindsborg is a tourist center, including many foreign visitors. The topography of Lindsborg is flat, as one would assume, except for some hills several miles west of town. This might be a better location for a tower, but I don't know who owns the hill. In addition, there is a WPA structure listed on the National Register of Historic Places on this hill and they might fight against a nearby tower.
I plan to submit this site to AT&T on my own, providing them with the information they need. My property manager in Lindsborg will be sending the forms to me soon. The site would be a rooftop tower on a historic building at the rear. The building in question is to the right of the chimneys. I believe that the concrete pad is on my property. It is adjacent to a paved alley. The cell cite cannot be visible from Main Street (the opposite side of this building).
