Tower Rates in Northwestern PA

Was approached by a company to put up a tower. They wanted to give us a lump sum of $35,000 which we declined. They then offered $65,000 in a lump sum. Which we also declined. We currently have a tower on the property that pays us $6,000 a year but it is just a local college radio station on that tower. They asked us what that other tower paid and we told them. They then offered us the same deal which I think is way to low for a bid company to pay the same rate as the little college tower. What is the going rate in the Lake Erie area for a tower?
