Putting in a site without a tenant

I am considering purchasing a used 150' Monopole, concrete shelter from CellSite and generator to put on my property.

Would like to develop a cell phone, broadband and Municipal data back up site with room for expansion.

Any ideas? Power and fiber is to the site, just need to bring it to the shelter.

Good idea, bad idea "build it and they will come"?
