Impact on property value.

I'm looking at buy an office building that has a cell tower on it. The tower with fenced area butts up against the building. Problem is there is no monthly lease. The owner received a lump sum for a 25 year easement. How does this impact the value of the property. Once I finish the overdue maintenance, roof etc. it will be worth 700K or so.
