Existing Cell site in Peru

Hi, my father in law resides in Chorrillos Peru (inside Lima), and has a tower (I think NexteL), but unfortunately had an agreement for the past 10 years for only $400/month. By his good nature, he was seriously taken advantage of I am sure. There is now a need to renew the agreement, and they have declined $1500 / month. Can somebody provide some advise, or suggestions that will help me leverage my father in laws position?
