Cell tower lease

I am looking to purchase a peice of property that has 3 towers on it at this time.

I guess I need to find out whose towers they are and ask them how much they are paying? (but, will they tell me?)

About 15 years ago I contacted the state (owner) and tried to purchase the property and they laughed at me and said the property brings in too much profit per year and there was no way they would sell!

Now 15 years latter It is coming up for auction in a month from today!

I am wondering whats up with that? Is cell tower technology going away?

What should my next step be?
