Cancelled contract/ Renegotiate

I am the telecommunication manager at an Indian Casino located in northern California. In 2004, my predecessor brought in AT&T to provide better cell coverage for our customers.The installed cabinet was and still is GSM. AT&T Mobility has proposed to upgrade to 4G and has placed an additional two cabinets to provide these services.
The quandry I find our business in at the moment is this: On Feb. of 2008, New Cingular Wireless terminated the Lease Agreement and as of today,have no contract in place or contact information for an account representative to renegotiate a contract.
I have placed calls today expressing the existing condition to AT&T Mobility field reps and am awaiting their response.
Additionally, I have informed subcontractors no furthur work will be performed until a contract is in place.
If my current situation sounds vaguely familiar to anyone reading this post, any insight or direction would be apppreciated.
